The unsettled debate

Despite the perceived "system of legal documents concerning the Vietnam quite adequate and appropriate" but the leaders of the two prestigious organizations in activities to protect wildlife is protected World Wide Fund for Nature (WWF ) and the Vietnam administration of implementation of the Convention on international Trade in animals and plants endangered (CITES Vietnam) there are huge differences when evaluating the effectiveness of the fight protection of wildlife in Vietnam recently.

Dr. Van Ngoc Thinh, director of WWF's conservation program in Vietnam, said the organization is "not in favor of sport hunting, storage and display of rhino horns from individuals and organizations in any otherwise than conservation purposes, whether it is the product of legitimate wildlife species at risk of extinction, especially species such as rhinos, tigers and elephants because this is one of the reasons the main impetus for the mining, hunting, degradation and extinction of these species. "

* WWF is implementing the campaign against trafficking in illegal rhino horns around the globe. In Vietnam, this campaign is done the stars, there are difficulties and what advantages?

- According to the latest statistics of South Africa, from the beginning of the year had 467 individual rhinos for their horns burglar shot, pushing the fate of the rhino to extinction for the fish, was shot dead by up 3,000% since 2007, with over two individual rhinos killed for their horns every day, does not exclude criminal network was rumored to push prices higher horned rhino gold.

Campaign against smuggling rhino horn in Vietnam and in inland Vietnam by WWF and Network monitoring trade in wild fauna and flora international (TRAFFIC) carried out from January to March 6-2013 7-2012 the main objective is to assist stakeholders to terminate the illegal trade of rhino horns through commitment to fight illegal trade in rhino horn and mass media campaigns to reduce demand, then cut using of rhino horn products.

The campaign took place in a favorable international context, the senior leaders of APEC and the UN General Assembly session in January 9-2012 was considered smuggling wildlife is dangerous criminals should focus on repression. Backed by the government and citizens worldwide, especially in countries participating in the campaign include water supply is South African and Central African countries and countries with high market demand as Vietnam, China and Thailand, WWF and TRAFFIC are implementing a series of activities aimed at preventing the illegal trafficking of wild species are endangered and products from them such as tigers, elephants and rhinos.

In Vietnam, the system of legal documents on management and control of wildlife trade has been built in accordance to international regulations, including the provisions of CITES (Convention on International Trade international wildlife species at risk of extinction) and the establishment of inter-agency steering committee of law enforcement wild species of Vietnam (Vietnam - WEN) will be the legal basis for the combating illegal trade in wildlife.

Regarding difficulty, despite the system of legal documents, but enforcement is not strong enough to be able to fully prevent the illegal trade in rhino horn. In addition, people's awareness of nature conservation value of biodiversity, understanding the laws and regulations of the law relating to conservation restrictions.

And most important of all is the habit of using products from wild animals, especially the fanatical fantasy about a wonder drug (rhinoceros horn) cure all diseases such as cancer have worked poaching and rhino horn trade is increasing and the reasons for the rhino horn trade become a lucrative activity that many guys ready despite legal and ethical to participate.

* WWF Vietnam is considered the rhino horn consumption - this view is not the Vietnam authorities agreed. Why this is so, and the phase difference in the influence ranking solutions smuggling rhino horns like?

- The specific data indicate that the rhino horn trade in Vietnam is very alarming, the arrests of illegal trade in rhino horn and rhino horns seized services at OR Tambo International Airport of South Africa were involved in the Vietnam and the Vietnam destinations. So, no matter to what extent, the need for a political will and consensus of the whole society to combat trafficking and consumption of rhino horn in Vietnam will be a key activity to help protect rhino populations remaining this little world

Recently a disgruntled public with images of wild animals kept in captivity illegally killed and transported, even soldiers are killed langurs ... What is your opinion on this matter?

- Awareness of other people before now very much aware of nature conservation, wildlife protection was more progressive. Each country will have this other story about protecting wildlife. In Vietnam, soldiers killed langurs cases are a minority but all people protested violently.

The system of legal documents on management of our control wildlife trade has been built gradually improved and harmonized with international regulations, including the provisions of CITES. All acts of trafficking, transporting unauthorized use of specimens of Appendix I of CITES, including rhinos, elephants and tigers are prohibited by law. With the violations will be fined up to 500 million, even to 7 years imprisonment. The level of such sanctions where there is light. As the United States where there is also such a sanction, Laos and Cambodia are the sanctions are so much lighter. Cites the perspective of the penalty can not be taken seriously to manage.

About tiger, Vietnam only allows for the purpose of tiger conservation, prohibit all acts adopted for commercial purposes, this is not inconsistent with the provisions of CITES and national legislation. The tiger breeding establishments licensed pilot since 2007, now have to comply with the provisions of CITES. The authorities of Vietnam continually check and monitor the tiger of the facility, and the detection of the illegal crop was severely dealt with according to law. If so, by comparison, Vietnam has made efforts to control and very good in this, my tiger farms are tightly controlled, with statistics on the number of 100 individuals. But a lot of tiger farming country around it is publicly or statistics of captive tigers?

* It is said that Vietnam is a market for rhino horn world's largest. In fact this is how bitchy. Cites statistic data?

- Vietnam is a country with a favorable terrain, such as a transit point to bring goods to the surrounding water. Prior to 2008, each year only takes less than 10 South African rhinos. But since 2009, the past, the number of rhinos killed horns soared to nearly 470 children / year. We do not understand why they blamed Vietnam's market for rhino horn the most. Through their reports, the survey found they went in hospitals in Vietnam to make that conclusion.

As far as I know and they know, in ancient medical books say Vietnam's rhino horn cured cancer. So they came to the hospital, asking patients and relatives with demand for rhino horn is not. In the context of thousands of desperately ill people thousands who surely answer is "in need". So based on the results of this survey are incorrect.

In fact, when Vietnam Information consuming rhino horn, the Vietnam authorities have increased control. From 2004 to now, we have discovered and seized almost 100kg of rhino horn and horn nine retail. Since 2008, Cites VN has cooperated closely with the CITES Management Authority of South Africa in controlling imports of illegal rhino specimens, the two countries are building the memorandum of conservation and biodiversity school and intends to submit two governments signed in late 2012 or January 3-2013.

* He says Vietnam has a lot of efforts in implementing CITES and protect wildlife. Specifically, what is the effort?

- Since 1960, we've built, the establishment of special-use forests, conservation areas to create an environment of natural habitat for wild animals live, there is a large effort in Vietnam. Even when the reserve risk is difficult to protect the wildlife, we tried our best to organize the relocation of wild animals to better habitats, such as relocation services elephants in Tanh Linh (Binh Thuan) in 2002 or in Xuyen Moc (Ba Ria - Vung Tau) in 1993 ...

We have established inter-agency steering committee of law enforcement wild species of Vietnam (Vietnam - WEN) and the cooperation with ASEAN countries. Vietnam has made great efforts in the arrest of a large number of illegal transportation of specimens of wild animals originate from abroad into Vietnam, while from 2000 to present in 50 cases arrested illegal trade in tiger specimens, over
